Umakanta Jena
Techno-Legal Expert | Former Scientist-F Strategic Leader in IT, Administration & HR
Umakanta Jena is a highly accomplished professional with over 34.5 years of experience in the Government of India, specializing in administration, HR management, legal works, infrastructure management, and project coordination. With a Techno-Legal background, he has excelled in roles requiring leadership in coordination, liaisoning, protocol management, and team coordination. Throughout his career, he has contributed significantly to business development, event management, and handling of high-level ICT projects for Apex Government Bodies such as the Prime Minister’s Office, Lok Sabha, Rajya Sabha, and Cabinet Secretariat.
He served as General Manager (Legal, Admin & HR) at NICSI, where he successfully handled Digital India projects, including National Knowledge Network (NKN) and IVFRT. During his tenure, he generated over Rs. 3000 Cr in business and was recognized for managing the highest number of crucial projects in NICSI.
Umakanta Jena holds a strong academic foundation that complements his professional experience. He completed his B.Sc. (Mathematics Honors) from N.C. College, Jajpur, under Utkal University, Odisha, followed by a M.Sc. in Mathematics from Utkal University, Bhubaneswar. To enhance his technical expertise, he pursued an M. Tech. in Information Technology from Punjabi University, Patiala. Additionally, he holds a LL.B. degree from Delhi University and an LL.M. from Kurukshetra University, reflecting his diverse knowledge in both technology and legal disciplines.
He was felicitated by NIC for his instrumental role in organizing the Digital India Award Function, 2020, which was graced by the Hon’ble President of India. Additionally, Mr. Jena was recognized by NIC’s Director General and NICSI’s Managing Director at Vigyan Bhawan for generating the highest business and managing a significant number of crucial projects during 2020-21.
